Monitoring of NGOs by Independent Agency

Delhi - The Ministry of Tribal Affairs has entrusted the job of monitoring & evaluation of the Non Governmental Organizations (NGOs) to an Independent Agency. This information was given by Shri. Tushar A. Chaudhary, the Minister of State for Tribal Affairs, in a written reply to a question in Lok Sabha today.

The Ministry releases grants to Voluntary Organizations/ Non-Governmental Organization after obtaining the annual inspection report from the District Collector and recommendation of the “State Committee for Supporting Voluntary Efforts”. In the “State Committee for Supporting Voluntary Efforts” there are three experts/reputed NGOs working in the State to be nominated by the Chairperson of the Committee. The Committee is chaired by the Principal Secretary/ Secretary of State government dealing with the Welfare of Scheduled Tribes.

There is only one case in the notice of the Ministry in which misuse of funds by NGOs in connivance with district official has come to light.

The process has been initiated to recover the grants through State government and black listing the Non Governmental Organization for future grants. The State government has been asked to take action against the concerned District Welfare Officer.
